In January 2024, YoungWilliams proudly began operating the child support program on behalf of Tyrrell County, North Carolina, pronounced like “Darrell.” Tucked between the bustling North Carolina mainland and the iconic Outer Banks, Tyrrell County may not be large in size or population, with just over 4,400 residents, but it is now home to a groundbreaking accomplishment in the world of child support.

As of April 2025, Tyrrell County has reached a remarkable and rarely achieved milestone: a 100% Order Rate. That means every single child support case in the county has a legally established financial obligation in place. In the field of child support enforcement, this is the gold standard. It is one of five federally mandated performance measures used to assess program success, and it represents the crucial first step in securing consistent financial support for children and families.

Reaching this level of performance is no small feat. While it is not uncommon for high-performing counties and states to achieve Order Rates above 90%, attaining a perfect 100% is virtually unheard of. To our knowledge, Tyrrell County is the first jurisdiction in the country to do so.
